Yes and No.
Yes, in the sense that AIDS came to the human race as a result of sin; No, in the sense that G-D did not chose this exact time to send this disease to punish mankind.
When G-D created the universe, 'in the beginning,' He also created all the Laws that govern every aspect of creation. The L-RD put into effect all the operational codes, both physical and spiritual, when matter was formed.
When someone deliberately steps off a cliff G-D does not 'kill' that person. That person dies as a result of disregarding G-D's Law of Gravity. G-D does not need to re-invent gravity each time someone steps off a cliff. Gravity was set in motion in the beginning.
In the beginning G-D also instituted the Laws of Cleanliness. A large number of the sicknesses and diseases which plague mankind today can be cured by use of soap and water coupled with proper sanitation. When a child dies of cholera, it isn't G-D who kills the child. The death is a result of the refusal of the local human group to maintain cleanliness. Even animals, by G-D given instinct, clean their fur and defecate away from their abode!
In the beginning G-D also instituted the Law of Morality. Repeated violation of the clause about 'Faithfulness to Spouses' led to the development of certain types of venereal disease. Repeated violation of the clause about 'Lying with Animals' led to the introduction of syphilis to the human race. Repeated violation, over centuries, of the clause about 'Man lying with Man' has introduced the AIDS virus to mankind.
Man was given the free will to choose to disobey G-D's Laws; however G-D's sovereignty encompasses human will and brings retribution for violation. "For the wages of sin is death; but the gift of God is eternal life through Messiah Jesus our Lord." Romans 6:23.
G-D does tell us, in many places in His Word, that plagues WILL be sent in the last days. These plagues will be sent as punishment to a population that chooses to ignore the final outpouring of His Holy Spirit.
